Human rescuers development cuts acres all economic-social sectors and its essential elements in the rehabilitation program in Afghanistan. On the other hand, Afghanistan is mainly and agricultural country which majority of its population involved in agriculture, which makes the backbone of the country. Afghanistan received servers damage during the last two decade of war.

During the past 24 years of war, most of the rural areas of Afghanistan have been destroyed.
Forcing millions of afghan to leave their country and settle in neighboring countries like Pakistan, Iran and other parts of the world. Traditional community structures have sustain severe damaged in some areas beyond repair. With establishment of new administration (government) in the country most of refugees and IDP’s have been revealed their tendency for repatriation to their origin place. For removing conflict and set and butter service the most community needs for organization which are familiar society of Afghanistan.

The need to utilize the destroyed resources for the afghan is to restart a new life in their country created the idea of formation of LCRCC in (1991). Which is non-government and non-political organization carrying out reconstruction and construction for irrigation Structures, building, water supply schemes, Road construction. Incoming generation, educational projects, and helps the process of repartition of afghan refugees and reintegration of returnees in countrywide.

LCRCC’s immediate policy and strategy is forwarding irrigation, agriculture and vocational training assistance to the deserved parts of the country, provision and distribution of relief goods among needy population of the rural areas.

As peace and security have returned to almost all the parts the country, it is a good opportunity to start rehabilitation work before massive repartition of to the refugees living in Pakistan and Iran occurs. As a results of rehabilitation works from one side sufficient food will be available for the returnees on the side hob opportunity will be provided to people.
